UK Gambling Commission Finds Illegal-Site Use Low but Concentrated

The Gambling Commission’s first new illegal-gambling survey estimates show low overall engagement, but a larger share among people who gambled online in the past year.

Illegal gambling is still a small part of the overall picture in Great Britain’s first new survey estimates, but the risk is not evenly spread. The Gambling Commission said on 5 November that 0.6% of all respondents had engaged with an illegal gambling website in the previous four weeks. A further 0.4% had done so in the previous year but not in the last four weeks.

The same questions look different when the denominator is people who had gambled online in the previous 12 months. In that group, 2.5% indicated recent engagement with an illegal site and another 1.5% indicated engagement during the previous year. The Commission published the estimates with a new Illegal Gambling Data Dashboard and said the figures will help it track disruption and emerging risks.

What the survey can and cannot say

The survey uses questions designed to identify whether a respondent is likely to have used an illegal website, whether they realised it or not. That is more useful than asking only whether someone knowingly chose an unlicensed operator, but it still produces an estimate rather than a list of named sites or a count of every transaction.

The Commission says 94.4% of the whole population showed no indication of illegal-site use. Engagement was higher among men and younger adults, particularly 18 to 24-year-olds over the previous year. Among 25 to 34-year-olds, recent engagement was more evident. Those patterns are signals for enforcement and education; they are not a reason to label every young online gambler as a problem gambler.

Why licensed status matters to the player

A licensed site should make its operator identity, licence and complaints route visible. It should also sit inside a framework that can require age checks, safer-gambling controls and action when the business fails. An illegal site may still show polished odds or a familiar logo, but the player can lose the regulator, dispute route and protection tools that sit behind a licensed account.

TopGamb’s guide to checking a gambling site’s legal status starts with the jurisdiction rather than the bonus. The licence-register guide explains what to compare, while our offshore betting checklist covers the protection gaps that a fast registration can hide.

The regulator also published research on why consumers use illegal websites and analysis of banking transaction data. Motivations are varied: price, product access, marketing, account restrictions and simple unawareness can all play a part. There is no single explanation that makes the market easier to fix.

The useful next step is better evidence

The dashboard gives the Commission a way to watch the trend instead of relying on isolated enforcement stories. It can compare the population estimate with the online-gambler estimate, examine age and gender patterns, and test whether disruption changes behaviour. That is a more useful measure than treating every blocked domain as proof that the underlying demand has disappeared.

For readers, the practical rule is simple: verify the operator before depositing, keep one gambling budget across casino and sportsbook accounts, and do not treat an unavailable licensed product as a reason to use an offshore substitute. If a site hides its licence or makes withdrawal and complaint information difficult to find, leave before funding it.

Gambling should remain an adult entertainment activity. If access is becoming difficult to control, use account limits, a time-out or self-exclusion and contact a local support service such as GamCare. A survey estimate is a warning about market risk, not a prompt to test an unlicensed site.
