Mozambique’s Online Casino Rules Arrive With Player Limits Built In

Mozambique’s online casino regulation takes effect on 20 November, with local domains, meticais-only payments, data rules and mandatory limits at registration.

Mozambique’s new online casino rules are due to take effect on 20 November. The date marks the start of a detailed operating framework, not an automatic commercial launch: an operator still needs a concession, a licence, system certification and regulatory approval before it can take bets.

The regulation is notable for putting the player account inside the rulebook. It sets out where data must be stored, how payments can move and when a requested balance must be transferred. It also says deposit and betting limits are mandatory at registration, so a new account cannot simply skip the conversation about money and pace.

What the 20 November date actually does

Decree No. 61/2026 approved the Regulation on the Operation and Practice of Online Games of Chance. The published text says it enters into force 60 days after publication. The Inspectorate-General of Games (IGJ) has described the wider reform as an effort to make the sector legal, transparent and responsible as online gambling grows.

That timing matters for readers. A regulation coming into force does not mean every website using the word Mozambique is licensed. Customers should still look for the authorised operator, a local .mz domain and a clear complaints route rather than treating a launch announcement as proof of approval.

Local payments, local data and a local domain

The framework requires authorised websites to use a .mz domain and to redirect Mozambique-based access to the authorised national site. Player funding is limited to electronic payment instruments approved by the Bank of Mozambique and denominated in meticais. Foreign instruments and currency conversion cannot be used to fund a player account under the published rules.

Operators must transfer a requested player balance to the designated payment account within 48 hours and hold enough funds to cover all player balances. Registration and authentication infrastructure must be located in Mozambique, and gambling-related data must be stored in the country for at least ten years. Those are operational obligations, but they become practical checks for a customer trying to understand who holds the account and how a withdrawal should work.

Limits are part of registration

Article 93 requires a player to set daily, weekly and monthly deposit limits before gambling. Reductions take effect immediately, while increases are subject to a delay under the rules. That design is useful because it puts a boundary in place before a first session, when a promotional message or a big balance can otherwise set the pace.

A mandatory limit is still not a promise that a session will stay comfortable. Choose amounts from an adult entertainment budget, not from the available balance or a bonus target. TopGamb’s loss-limits explainer covers the difference between a limit that controls deposits and a rule that controls time or total loss.

What players should check when sites appear

Check the operator’s concession and licence details, the .mz address, the approved payment method, the complaints route and the stated withdrawal process. Read the rules in a language you understand. A site that asks for a foreign payment method, hides its licence identity or makes the 48-hour balance rule impossible to explain deserves a pause before any deposit.

The framework’s player-protection provisions are a starting point for the market, not a reason to hurry into it. Keep one gambling budget across casino and sportsbook accounts, do not add a second deposit to recover a loss, and use a time-out or self-exclusion if gambling is becoming difficult to control.
